KOCHI:
Changes introduced in the budgetary process like advancing the presentation of Union Budget to push Ministries to expedite fund flow and a consolidated Outcome Budget covering all Ministries are the steps in the right direction, said Prof. Subrat Das of Center for Budget and Governance Accountability, New Delhi.
“ But these steps alone won’t be very effective in improving results from government spending in social sectors; District planning committees and decentralized planning in schemes need to be strengthened, and the problem of acute shortages of manpower across sectors need to be addressed fast”, he added. He was delivering a keynote address on ‘Union Budget 2017-’18 – Changes in Process and Priorities’ organized by K.M Mani Centre for Budget Studies, Cusat at the Seminar complex.
